JobLink Career
Centers provide employment, education, and training services
under a single "One-Stop" delivery system. JobLink
Career Centers are designed to provide individuals with the
resources and assistance needed to make good decisions about
their career training and employment needs. The four key principles
for all JobLink Career Centers are
universality
customer
choice
integration of services
and
outcome
based measures.

JobLink Career
Centers offer comprehensive training and employment services
to the community. To the employer, the JobLink Career Center
offers the opportunity to recruit qualified workers at one
location. Employer benefits include recruitment assistance,
team approach to filling job orders, a clearinghouse for training
information including apprenticeship programs, customized
training, upgrade training, and workplace literacy, tax credit
information and hiring incentives, unemployment insurance
information, labor market information services, and rapid
response information in cases of plant layoffs or plant closures.
The JobLink Career Center provides job seekers a single place
to address their employment and training needs. Job seekers
services include:

- Rapid Response
Rapid Response Services (Dislocated
Workers ONLY)
Rapid Response activities
are provided to enable Dislocated Workers to transition
to new employment as quickly as possible, following
either a permanent closure or mass layoff. These services
are provided through the North Carolina Worker Unit,
located in the Division of Employment and Training,
North Carolina Department of Commerce. This unit establishes
the rapid response team which meets with affected businesses
to outline service options available to displaced workers.
Rapid Response activities,
as defined in the Workforce Investment Act Final Rules,
Section 665 Subpart C, include but are not limited
to:
1. On-site contact with employers,
representatives of the affected workers and the local
community;
2. Assistance with application
for Unemployment Insurance;
3. Job search workshops;
4. Referral of affected workers
to appropriate short- and long- term resources for
finding new jobs and/or upgrading their skills.
