Working
under the direction of a delegation of locally elected officials
representing member governments, the Cape Fear Council of
Governments (CFCOG) plans and administers a variety of federal,
state, and local programs. The Cape Fear Council of Governments
is proud of its cooperative relationships with both the public
and private sectors of the four county area. This closely
coordinated effort has resulted in the sponsorship of a variety
of programs and services that are helping to meet the needs
of local citizens.

AREA
AGENCY ON AGING (AAA) - The AAA is the organization
mandated by the Older Americans' Act to advocate for older
adults in the four county area through programs administration,
planning and development. Federal, state and local funds support
the following programs: congregate and home delivered meals,
transportation, in-home aide services, minor home repair,
legal services, adult day care, day health, group respite,
care management, senior center operations, information/referral,
and case assistance. The AAA program also provides an Ombudsman,
who with the help of county advisory committees resolves complaints
made by or on behalf of residents in long-term care facilities.
WORKFORCE
DEVELOPMENT PROGRAM -Workforce investment activities
are designed to increase the employment, retention, and earnings
of participants, and increase occupational skill attainment
by participants, and, as a result, improve the quality of
the workforce, reduce welfare dependency, and enhance the
productive and competitiveness of the local, state and national
economy.
PLANNING
AND DEVELOPMENT SERVICES - Staff provides professional
assistance in planning and management to area local governments.
Assistance ranges from preparing land use or community development
plans to the preparation of applications and the administration
of Community Development Block Grant Programs. As well, staff
assists with the creation and administration of zoning ordinances
and subdivision regulations, economic development projects,
recreation plans, creation of policy manuals, fixed asset
inventories, personnel policy documents and position classification
and pay plans. Staff also assists in the preparation of non-profit
agency grant applications and special projects. Planning and
Development Services sponsors workshops on topics of interest
to local government officials. Technical assistance is provided
to regional advisory committees concerned with natural resources,
economic development, transportation, water quality and coastal
issues. The COG acts as a North Carolina State Data Center
affiliate and as a Region O State Clearinghouse Coordinator.

ADMINISTRATIVE
AND OPERATIONAL SERVICES - Staff provides professional
technical and mangement services to local governments and
the Cape Fear Council of Governments. Information and referral,
data storage, evaluation, training, facilitation, and assistance
is available to member Municipal and County Governments.
