Rural Transportation Planning

The Cape Fear Area Rural Planning Organization (RPO) is one of twenty multi-county rural transportation planning organizations established by the North Carolina Department of Transportation (NCDOT). The Cape Fear Area RPO covers Brunswick, Columbus and Pender Counties and serves as the intergovernmental organization for local elected officials, the North Carolina Department of Transportation and residents of the region to work cooperatively to address transportation issues.

COMMITTEES

Rural Transportation Advisory Committee
The Rural Transportation Advisory Committee (RTAC) is the RPO's advisory board. It is made up of elected officials from Brunswick, Columbus and Pender Counties.

Rural Transportation Coordinating Committee
The Rural Transportation Coordinating Committee (RTCC) provides guidance to the RTAC and consists of staff from member local governments, NCDOT, the Wilmington Urban Area MPO, the Port of Wilmington and county transit operators.

OVERALL GOALS OF THE RPO

The overall goals of the RPO are to:

  • Develop long-range local and regional multi-modal transportation plans in cooperation with the area MPO and the North Carolina Department of Transportation
  • Provide a forum for public participation in the rural transportation planning process
  • Develop and prioritize suggestions for transportation projects, which the RPO believes should be included in the State Transportation Improvement Program
  • Provide transportation-related information to local governments and other interested organizations and persons
  • Conduct transportation related studies and surveys for local governments and other interested entities/organizations

PLANNING WORK PROGRAM

Emphasis during the FY 2011-2012 work years (which began on  July 1, 2011) is on the following:

  • Exploring with the Division of Public Transportation opportunities for coordination of the county transit systems
  • Assuring adequate local government involvement in the transportation planning process both through the Transportation Improvement Program (TIP) and individual projects
  • Continuing efforts to address congestion management issues in the region
